A Call to Action for Connecting Coastal Communities to Backcountry Resources
The Bill Wallace Trail at El Capitan State Beach represents one of the most promising opportunities to expand public access from the coast to the Los Padres National Forest. This connection — via the east side of the interior portion of El Capitan State Beach — would open the door for residents of Goleta and the surrounding area to enjoy direct, sustainable access to backcountry recreation and nature.
We are calling on California State Parks to prioritize the completion and enhancement of the Bill Wallace Trail through the upcoming ECRG General Plan Update. This project stands out as a critical regional priority — the most viable inland trail connection likely to be completed within the next five years. By establishing this connection, we can provide safe and accessible inland trail access for coastal communities, enhance recreational opportunities for hikers, runners, cyclists, and nature enthusiasts, support regional conservation and sustainable land use goals, and honor the rich environmental legacy of Santa Barbara County.

A Legacy Honored: The Bill Wallace Trail This vital trail bears the name of Bill Wallace, a towering figure in Santa Barbara County's environmental movement and a dedicated public servant. For nearly 12 years, Wallace served on the Board of Supervisors, where he championed the protection of our natural treasures throughout the 1970s, 80s, and 90s. As Bill Wallace approaches his 84th birthday, the completion of this trail offers a remarkable opportunity to realize his long-held vision: enhancing public access to our cherished lands. It would be a fitting tribute to a leader whose foresight and tireless efforts led to the preservation of iconic local landmarks such as Ellwood Mesa and More Mesa in Goleta. His crucial work in regulating offshore oil development also played a pivotal role in safeguarding our pristine coastline. |
